The Environmental Protection Department (EPD) started accepting funding applications for the new round of Clean Production Partnership Program today (May 14), with the expected application deadline being June 30, 2027. The program will help traditional industries accelerate green transformation and upgrading, achieve energy conservation and emission reduction, reduce consumption and carbon emissions, thereby improving regional environmental quality and supporting the country’s high-quality development.
The new round of the program will focus on new clean production technologies, provide financial support to Hong Kong-funded factories, and carry out new clean production technology projects (NCPTP). In addition to continuing to encourage factories to implement clean production to reduce pollutant emissions, factories will also be encouraged to try new technologies to achieve green transformation.
“We will specifically raise the funding ceiling to encourage applications for new clean production technologies involving local R&D institutions,” said an EPD spokesman. “We encourage Hong Kong-owned factories to adopt new clean production technologies developed in Hong Kong or jointly developed by Guangdong and Hong Kong, and provide a demonstration platform for the practical application of these technologies, which will facilitate their entry into the mainland market.”
The government funding ceiling for each national clean production technology project is $650,000. If the application project involves the use of technology developed in Hong Kong or jointly developed by Guangdong and Hong Kong, the government funding ceiling for the project will be increased to $750,000. The government will subsidize 50% of the project cost, subject to the funding ceiling.”
The EPD cooperated with the then Guangdong Provincial Economic and Information Commission (now the Guangdong Provincial Department of Industry and Information Technology) to carry out the “Belt and Road” plan in 2008. The plan has been launched in four rounds so far, with an investment of more than $600 million. The plan has achieved remarkable results in improving the environmental quality in the region.
In view of the successful experience of the plan, in order to further deepen the cooperation between Guangdong and Hong Kong and jointly promote comprehensive green transformation, the Chief Executive proposed in the 2024 Policy Address to inject 100 million yuan to launch a new round of the plan to accelerate the green transformation, renovation and upgrading of Hong Kong-funded factories in Hong Kong and Guangdong Province, so as to bring Hong Kong closer to the goal of carbon neutrality.
